Diplômé de la prestigieuse Ecole Polytechnique de Paris (X), Monsieur Thierno Seydou LY a été nommé Directeur général de la Société des Pétroles du Sénégal Exploration et Production (PETROSEN E&P) en mai 2022. Juste avant cette nomination, il était Directeur des Hydrocarbures au Ministère du Pétrole et des Energies de janvier 2020 à mai 2022.
Auparavant, il a servi pendant huit (8) ans à TotalEnergies, respectivement comme Ingénieur réservoir au siège du Groupe à Paris. Il a ensuite fait le tour de l’Afrique entre le Nigéria (Ingénieur Performance Puits), le Gabon (Ingénieur Développement et Planning) et l’Angola (Coordonnateur de plateforme FPSO) pour rejoindre Paris en 2017 en tant qu’Architecte pétrolier sur des projets au Moyen-Orient.
En janvier 2018, M. LY a été nommé Conseiller technique numéro 1 du Ministre du Pétrole et des Energies, ce qui marque son retour au pays.
Grace à son parcours, Thierno a acquis des compétences dans diverses disciplines, notamment le pétrole, les projets de gaz naturel, l’économie pétrolière, le génie chimique et l’ingénierie de réservoirs. Il est également titulaire d’un diplôme d’ingénieur de l’IFP School, Cycle « Développement et Exploitation des Gisements ».
M. LY a aussi fréquenté les bancs du Lycée Seydina Limamoulaye de Guédiawaye ou il a été lauréat au concours général en Mathématiques.
Quand il n’est pas pris par le travail, Thierno aime voyager avec sa famille et jouer ou regarder un match de football.

Kirsten has over 25 years’ experience in the oil & gas and power generation sectors working in various management roles for major oil companies as expatriate in China, Kazakhstan, Russia, Nigeria, Kuwait and Europe. 

Presently she is an engineer/loss adjustor for NAUDET working on large industrial sector claims throughout Africa, the Middle East and Europe. 

She is a dual US/French National and speaks 5 languages.

Appointed on February 28, 2018 as head of the Société Nationale des Pétroles du Congo (SNPC), then reappointed to his post on March 3, 2022, Maixent Raoul Ominga has worked for SNPC for 21 years. A CEMAC chartered accountant, he holds a diploma in accounting and financial studies (D.E.C.F.) from the Institut Supérieur de l’Entreprise in Montpellier, France.

After internships in accounting and finance firms in France, he returned to Congo and joined SNPC in February 2001 as assistant to the head of the finance and accounting department. He then successively reached the ranks of head of the general accounting department, director of oil and analytical accounting, director of the State Mandate, head of the accounting and mandate division, deputy director general in charge of finance and accounting, before taking up the post of Managing Director of SNPC in March 2018.

Maixent Raoul Ominga is a member of the Central Committee of the Congolese Labor Party (PCT), a former national deputy. A man steeped in humanism, he does not hesitate to give his time and energy to help others. He is the promoter of the center for young mothers in Oyo and the founding president of the As Otohô football club.
